(Armstrong was observed racing with another vehicle westbound in the area of 2nd and Benton at speeds of approximately 80 MPH. He was then observed driving through neighborhoods on the west side of the city with his lights turned off at speeds up to 50 MPH. Officers were able to get him stopped on West Clark extension where he was taken into custody without incident)
